Building Inclusive Digital Pathways for Refugee and Host Community Youth
The ILO PROSPECTS Digital Skilling and Employment Opportunity Programme is a multi-stakeholder initiative expanding access to market-relevant digital skills, employability support, and decent work opportunities for refugee and host community youth in Kenya.
Implemented by Power Learn Project Africa (PLP) in partnership with the International Labour Organization (ILO) under the PROSPECTS Partnership, the programme operates across Turkana and Garissa Counties, targeting communities that continue to face systemic barriers to digital access, skills development, and income-generating opportunities.
The programme is delivered through a decentralized network of pre-onboarded digital hubs, including refugee-led organizations, community-based organizations, and county government-supported hubs. This approach brings quality digital training closer to where learners live, while strengthening local institutions and community ownership.
By combining digital skilling, ecosystem coordination, and pathways to employment and entrepreneurship, the programme contributes to a more inclusive digital economy — one where refugee and host community youth are not left at the margins of transformation, but are equipped to participate, compete, and lead.

Power Learn Project
Programme Delivery & Learning Platform
PLP designs and delivers the full digital skills curriculum across both counties, operates the Learning Management System, manages digital hub partnerships, and drives learner recruitment, retention, and employment transition outcomes.

The International Labour Organization (ILO PROSPECTS) which is funded by the Government of the Netherlands and implemented
in partnership with ILO, UNHCR, UNICEF, IFC, and the World Bank, funds and oversees the programme.

1,000 Certification Vouchers & Curriculum Alignment
Microsoft has contributed 1,000 globally recognised certification vouchers for programme graduates across both counties. Certifications include Azure Fundamentals (AZ-900), Azure AI Fundamentals (AI-900), Power BI Data Analyst, and Microsoft 365 Fundamentals.

Institutional Partner & Host Community Mobilisation
Turkana County Government is a formal programme partner under a signed MoU, providing institutional endorsement, supporting host community learner mobilisation through county administrative structures, and integrating the programme within the county's broader digital economy strategy.
